Temperature sensors at every building on a campus may not be economical in all cases. At the University of Michigan, with a campus footprint of several square miles and hundreds of buildings across 3 campuses, only 2 temperature sensors have been used for the past 25 years and rarely do building control experts ever see more than a one degree difference between buildings across that footprint. In our view, this does not justify a $5000 first cost for every building and a permanent and continual operations and maintenance load on the hardware, firmware, and software.
A 30-minute teleconference on this issue was held on August 15, 2014. The link to that videoconference is available at the link below. On this basis, comments on Addendum a were submitted to the ASHRAE 13 technical committee and were accepted into the Second Public Review Draft. An approximation of avoided cost (associated with avoided regulatory burden) is $620,000 annually to the University of Michigan Central Campus alone.
NFPA International will release the 2017 revision to NFPA 780 Standard for the Installation of Lightning Protection Systems before the end of this year; typically ahead of the NCAA football season. This is the parent standard for lightning protection of outdoor athletic venues anywhere; not just enterprises within the education industry. As an installation standard, its scope is limited to the protection from lightning of buildings and structures, recreation and sports areas, and any other situations involving danger from lightning to people or property, except those concepts utilizing early streamer emission air terminals. The protection of electric generating, transmission, and distribution systems is not within the scope of this Committee.
The IEEE Education & Healthcare Facilities Committee has tracked the 2017 revision of NFPA 780 since 2015 but has not advocated #TotalCostofOwnership concepts within it thus far. We do push back (i.e. advocate routinely) on the market-making tendencies for conformity assessment organizations to over-write accreditation criteria that supports their revenue stream beyond what might be considered safe and economical.
